Before the establishment of “National Supporters’ Club” for Diet member Taro Yamamoto, his supporters had a kickoff meeting in the Diet.  A “Tokyo Supporters’ Club” was supposed to be organized at first, but many supporters from Hokkaido, Fukushima, Osaka and Kyushu rushed to the meeting at their expense.

Supporters’ club for a Diet member is usually organized by people of his/her constituency.  A meeting is held also for the purpose of fund-raising.

However, his supporters’ club does not follow this stance.  The club is a national organization consisting of nine blocks, including Hakkaido and Okinawa.  People who escaped from exposure to radiation have been evacuated to various places in the country.

They will not raise funds.

Mothers with children stood out in the meeting place.  If reflects the trust in Mr. Yamamoto who won the Upper House election with the support of the public on his pledge of “non-nuclear power” and “non-radiation exposure.”

Mothers had an ardent desire to have Mr. Yamamoto move not to have children exposed to any more.

Mr. Yamamoto will start going a campaign across the country late in September.  “Only if you prepare a beer case, a loudspeaker and a busy street, I’ll go anywhere by myself,” he said.  He has not been sent to the Diet by the public for nothing.

“Unless we extend aid to evacuees, (Act on Supporting Children and Sufferers) will be watered down.  There is no time to lose.”  The battle between Mr. Yamamoto and the country that won’t have children and residents escape from contaminated areas will start kicking in.

It is true that the remark of Supreme Court justice who makes a final judgment on constitutional interpretation carries enormous weight.  Press interview as Supreme Court justice is a perfect opportunity to get 10-times revenge against the prime minister.

What kind of a person is Mr. Tuneyuki Yamamoto, who has spoiled Prime minister’s start?
“Mr. Yamamoto is from Aichi Prefecture.  He graduated from Asahioka High School and Kyoto University Faculty of Law.  He entered the Ministry of International Trade and Industry (MITI) in 1973.  To be honest, he was not a candidate for vice minister in the MITI.  However, Cabinet Legislation Bureau is the place where brilliant officials from various ministries are sent.  He was single-tracked but undoubtedly sharp.  Mr. Yamamoto himself considered the duty of Director-General of Cabinet Legislation Bureau to be his vocation.” (Ex-member of Ministry of Economy, Trade and Industry)

There is a stipulation of “guarantee of status” in the Constitution that Justices of the Supreme Court can work until the retirement age of 70.  People of Prime Minister’s office seem to look at him with chagrined eyes, thinking “We had him appointed as Supreme Court justice.”  This is a good example of backfired halfway measures taken to change constitutional interpretation by replacing Director-General of Legislation Bureau.

* We have not won the public understanding of TPP due to critical shortage of information on it.   Additionally, the government seems never to have made efforts to improve the situation.  Therefore, national debate on what to accept and what to protect based on national interests has not sufficiently been made yet.

*Ahead of APEC in November of last year, Prime Minister Noda expressed “We will start to negotiate with the relevant countries (for participation in TPP negotiations).”  This is an intentionally ambiguous expression in consideration of domestic situation, and judging from diplomatic common sense, we have to say that negotiation will practically start with a prior consultation.

*There are many conceivable options and processes on the Asia-Pacific economic partnership (e.g. ASEAN+3/+6).  Our party has also shared the need to create such partnership with relevant countries and domestic groups.  Additionally, it is necessary to steadily promote the Japan-EU economic partnership and the Japan-China/Korea partnership.

*Needless to say, it is necessary to further strengthen economic ties with the U.S. so that Asia will maintain a position as global economic growth center.  Our country should take the initiative in promoting economic development in Asia-Pacific areas including the U.S.

*In consideration of these, our party will clarify the criteria for judgment with regard to participation in TPP negotiations.

1.     As long as the government insists on the premise of “abolition of tariffs without exceptions,” LDP will oppose to any negotiations.
2.     We will never accept any numerical targets for industrial products including automobiles, which are inconsistent with the idea of free trade.
3.     We will protect the universal healthcare system.
4.     We will protect food safety standards.
5.     We will never agree on ISD (Note) which is threatened to infringe our national sovereignty.
6.     We will take into consideration national characteristics of government procurement and financial services.

ISD provision – Provision that in case that any detrimental situation should occur due to a discriminatory policy of a foreign government, the corporation in question, Investor, will be granted with the right to Dispute with the other State over compensation for damage caused by discrimination.  There is a possibility that abuse of this provision will make the Investor take legal action against regulations on social security, food safety and environmental conservation established by the government and local municipalities.

Our party will strongly urge the government to comply with the above criteria for judgment so that the government may never repeat easily compromising on the conditions for participating in negotiations behind the people’s backs while lying to them just the same as in November.

Q:
With regard to nuclear power plants, would you tell us what you are going to urge the Nuclear Regulation Authority (NRA) to do, considering the present situation, if any?

A: Governor
I have already submitted to the NRA a questionnaire on how to tackle challenges after taking into consideration the Fukushima nuclear power plant accident.
I want a quick reply from the Authority.
I think nobody will believe any nuclear safety standards set by the Authority without answering the questionnaire.
As I have often said, it is doubtful whether they can really develop measures against nuclear disasters without members having knowledge of local administration.  Niigata prefectural government had directly accepted evacuees from Fukushima prefecture and had exchanged information with TEPCO.  However, NRA has not yet answered our questionnaire for many months.

In spite of that, NRA suddenly says that it is going to develop nuclear safety standards.  We cannot believe the Authority.  We are matter-of-factly urging it to quickly answer the questionnaire, worrying about possible establishment of meaningless safety standards.

Q:
I’d like to ask you about radioactivity control issue and other issues associated with it.

A: Governor

With regard to radioactivity control, the central government is relaxing it now for the reason of the time of the accident.  This is the reason why it is accepted to have environmental contamination more severe than that of the inside of nuclear power plant.  It is likely that a relaxed standard at the time of the accident may reflect their way of thinking; no need to worry about some effects.

I wonder until when they will continue this sort of thing.
“First of all, why do they rigidly control the radioactivity level at the inside of nuclear power plant?”

Additionally, the other day designation as specific evacuation recommended spots was cancelled.  This may be because radioactivity of the spots was lower than 20 msV per year.  Incidentally, an area with radioactivity of more than 5 msV per year is called radiation control area.  It is stipulated in the Industry Health and Safety Law that minors should not work in such areas.

So, why can they cancel such designation when lower than 20 msV?  In a word, if a baby should be in an area with radiation dose of between 5 msV and 20 msV, would they stop supporting his/her parents though the parents have to live in area where they are now allowed to work under the Law.

I cannot understand the current standards.

Q:
The government is discussing with five cities about how to dispose of incinerated ash.  As a solution, for example, is it possible to ask TEPCO to accept it?

A: Governor
I think TEPCO should do so.

This is because there are professionals who know how to control radioactive materials in a nuclear power plant.
Municipalities have no such experts.

In fact, it is the utility firms operating nuclear power plants that can professionally keep away radioactive materials from the environment and control them so that they will never harm human body.  Therefore, I think it is natural that they should control the materials.

Q:
You say that it is not an issue of disaster debris but an issue of radioactivity control.  With regard to radioactive materials contained in garbage dumped from the prefecture, you are against burying it with radioactivity of less than 100 Bq.

A: Governor
They should make their best effort to control garbage with high radioactivity.  As a rule, it is against the basic principles to scatter garbage after diluting its concentration.  I think we should use our wisdom to assemble garbage in one place as much as possible to keep away from human society.
