He said that the global trend was toward a “new peace order” aiming at abolition of military bases. He predicted that Northeast Asian countries would move forward toward forming a community, which belatedly succeeds to the European Union (EU) or   Association of Southeast Asian Nations (ASEAAN), in 2020.

He pointed out that “Okinawa sits in the geologically important area” in seven countries or areas of Japan, Russia, Korea, North Korea, China and Taiwan. He said: Japan needs to establish a peace umbrella, not a nuclear umbrella, because the country has no good relations with other countries except for Taiwan over dispute over the Daiouyu islands, the Takeshima or the northern territories. Furthermore, he sugested that Okinawa show spirit in declaring bid for a special prefecture so that it can headquarter the community by attracting international organizations.

Dr. Galtung demonstrated his recognition that Okinawa has been treated like a colony by the U.S. and Japan. He told that in order to overcome it, Okinawa should not only call for “protest against base” but positively propose the concept of peace umbrella in Northeast Asia.  He made a suggestion that with the spirit of independence Okinawa invite non-governmental organization in the neighboring countries to the prefecture to discuss how to solve problems.

After the lecture, Masaie Ishihara, emeritus professor at Okinawa International University, Suzuyo Takasato, co-leader of the Group of Women Who Take Action with the Aim of Disallowing Base and Army and Masaaki Gabe,professor at University of the Ryukyus took the rostrum to exchange opinions.  Approximately 700 people listened intently to them.

Considering that particularly, China has persistent policies and Russia and China have started building an actual strategic alliance in politics and economy, though not military, it is inevitable. Japan still has a lot of problems at home. As always, nationalistic slogan would be aggressively used to mobilize the people. Author, Mr. Koji Yabe carefully has followed

This book clearly shows that Prime Minister Abe tries to completely deny the postwar history.

This is a “controversial book” by Mr. Koji Yabe, author of the book “”Why can’t Japan stop ‘bases’ and ‘nuclear power generation’”.

Profound remorse to the last war leads to strong feelings to Okinawa.

Emperor Akihoto has visited Okinawa ten times, including when he was crown prince. When he made his first visit (in 1975), an incident took place, in which the Emperor was thrown a firebomb at by an extremist.

On the night of the incident, His Imperial Highness gave a comment in writing. It said: “It is unforgettable unhappiness that Okinawa became the only battlefield involving the residents in the last war and it has paid a lot of sacrifices to this date.”

It was a message that “he promised to keep remembering, thinking of, directing attention to the precious sacrifices Okinawa paid in the past.”

This is shown in Emperor’s opinion on the issue of U.S. military-base in Okinawa.

In a press conference held on Emperor’s 63th birthday (December 23, 1996), the Emperor stated: “I hope that the Okinawa issue will be fully discussed between the Japan and U.S. governments and the door to a solution will be opened in consideration of the happiness of Okinawans.

The Emperor made the same remark in an interview with U.S. President Clinton on the spring of this year.

War – There is no word of “war” in Japan. Use of weapons and killing by SDF is called to be “action for peaceful and safety.”

Society where women shine – It means politico-bureaucratic world or maternity harassment society where women are allowed to commit adultery only if they apologize. Thanks to revision of Temporary Staffing Services Law, women start shining.

Abenomics – It means to carry out politics, prioritizing big corporations which contribute money. It means to cause mathematical bubble by maintaining or manipulating stock prices with people’ pension (assets).

Administrative reform, structural reform – It means a reform where the top priority is given to the interests of politicians and big business and such tax burden is placed on people regardless of the economy.

Security policy – It means a polity to participate in overseas wars for other countries with the U.S. at the top of the list.

Civilian control of the military – Defense Minister Nakaya does not know about it because he was not born. (On June 10,, 2015, this was abolished in the parliamentary resolution. Like takeover of NHK, this makes it possible to freely control the SDF if a friend of the prime minister is sent in to the leadership of the SDF.)

It means to get back Japan; to have the people ignorant of the history return to the pre-war system of Japan.

International community – It means the U.S.

War bill – It means “peace and security act”, which is a law to carry out overseas wars based on the logic of war for peace.

Logistics support – There is only one word “logistics” in the world. This is a new word coined by the Japanese government. In the international community, everything including activities of supply corps is called “war.”

War against terrorism – It means to become an opportunistic nation that take sides with the strong in war.

Deterrent – It means the power with which you can do whatever you like behind the scenes or you can put a grand air with the U.S. as a shield.

Regional revitalization – It means to restore approval rate and win nationwide local elections by throwing money around to abandoned rural areas.

Revision of Part Time Employment Act – It means to build a system more convenient to the management mainly of big companies at the request of them.

Reform of tax system – It means to think about what in the name of and from where tax is collected. It means to take measures to make tax appear to be cheap at first and then achieve a significant tax-increase in due time.

Fairness in reporting – It means to have a major player for the prime minister take over a broadcast station (NHK) and exert silent pressure together with Yomiuri and Sankei on other media to manipulate the control of speech behind the scenes.

Post-war regime – It means the inferiority complex to the U.S. Prime Minister personally has.

This is the only path. – We thought it would mean “Abenomics” but he never mentioned it after the election. Unexpectedly it meant to make Japan a country where we can wage war by establishing War Act and revising the Constitution. Or it means to never accept other people’s opinions and only know the method to force self-righteousness on the people.

Active Pacifism – It means to abandon the peaceful nation lasting for 70 years after the war and become a country where war can be staged overseas by siding with the side with superiority in military power. The prime minister, who never takes responsibility, asserts that the “risk (of terrorist retaliation)” will never increase even if participating in U.S. war.

Countermeasures to the falling birthrate – It means to pay for the mistakes of successive LDP administrations, which have never carried out politics by looking toward the future in spite of available demographic data.

Revision – It means to realize the side effect (real intention) behind the pretense explained to the people by the prime minister.

Patriotism – It is not something nurtured by “politics to make a country loved by the people” but it means to have the people affirm “loyalty” to the country by revision of the Constitution and moral education.

Self Defense Force – In the mind of Prime Minister, it has already been the “Self Defense Army” and he has been the Commander of the army.
(e.g. In the Diet discussion on March 20, Prime Minister Shinzo Abe called the SDF “Our Army.” And in the graduation ceremony of the National Defense Academy, the prime minister asked the graduates to throw caps in front of him. He’s like a child.)

This article explains the issue over ownership of South China Sea in an easily understood manner. [Reuters June 6, 2015] – With regard to the issue over the ownership of South China Sea, tension has rapidly been increased because not only nations concerned but also the U.S. have clearly shown opposition to China that is rushing to build its artificial lands. Five points you need to know about this issue are listed as follows.

1. Whose South China Sea is it, anyway?
China’s claim to the South China Sea is based in history, dating back to records from the Xia and Han dynasties. China delineates its claims via the nine-dash line, which Chiang Kai Shek advanced in 1947. During China’s republican era, China surveyed, mapped and named 291 islands and reefs in the region.
The United States contends that the South China Sea is international water, and sovereignty in the area should be determined by the United Nations Convention on Laws of the Sea (UNCLOS).
[[[UNCLOS states that countries can’t claim sovereignty over any land masses that are submerged at high tide, or that were previously submerged but have been raised above high tide level by construction.]]]

2. Why does China want to control the South China Sea?
Control of the South China Sea would allow China to dominate a major trade route through which most of its imported oil flows. It would also allow China to disrupt, or threaten to disrupt, trade shipments to all countries in East and Southeast Asia — as well as deny access to foreign military forces, particularly the United States.
The floor of the South China Sea may contain massive oil and natural gas reserves. Sovereignty over the region could give China a level of energy security and independence far beyond what it currently possesses.

3. Who has built what?
Island building in the South China Sea, and construction on existing islands, has been going on for decades, primarily by Vietnam and the Philippines, which have claimed 21 and eight islands, respectively. Vietnam, Taiwan and the Philippines have all stationed military forces on at least some of their islands, but Vietnam, in accordance with UNCLOS regulation, has not put troops on what it calls “floating islands” — those constructed on submerged sandbars, reefs and other land masses.
China has come late to the island building game, but its efforts have been on a scale never before seen in the region. In the last 18 months, China has reportedly constructed more new island surface than all other nations have constructed throughout history. And unlike other claimants, China has, at least briefly, placed military equipment on one of its artificial islands, and officials have said that the government plans to do so again. More importantly, only China possesses enough modern military vessels to protect its claims.

4.  What is the U.S. response to the dispute?
The United States had virtually no response to previous building by Southeast Asian countries in the South China Sea, but has vigorously opposed China’s efforts. The U.S. Navy has operated continuously in the region since World War Two and, according to Defense Secretary Ash Carter, has every intention of continuing to do so.
The United States will use its aircraft and naval vessels to assert freedom of navigation in the region, as demonstrated by the recent passage of the USS Fort Worth combat ship and the flight, by a U.S. Navy P-8 Poseidon surveillance aircraft, over the Chinese construction at Fiery Reef.
Beyond freedom of navigation missions, the United States is focused on strengthening regional allies. To do so, it will help boost its allies’ intelligence gathering and surveillance capabilities, and provide them with updated military hardware to counter China’s technical advantages in both quantity and quality.

Japan, in close coordination with the United States, is to supply military hardware to the Philippines and Vietnam.


5. What should the world expect next?
The dispute between the United States and China is likely to escalate to some degree. U.S. Pacific Command planners are preparing to sail and fly within 12 nautical miles of areas that China claims as sovereign territory. The USS Fort Worth and a P-8 surveillance aircraft have already operated close by, and while China objected, it did not take hostile action.
However, China has stated that it will defend what it considers its territorial limit. If the Chinese government blinks, it could suffer domestically due to the loss of face for the Communist Party. If the United States wavers, it will risk perpetuating the impression, among U.S. partners and allies, that it lacks resolve in light of its policy in the Middle East, Iraq and Ukraine.
The stakes are high for both sides, as is the risk of a miscalculation. The United States is marshaling major allies in the region to take a role, in the hope that the combined weight of U.S., Japanese and Australian forces will give China pause.

With regard to the plan to construct abridge by reclaiming a part of the harbor of Tomonoura, Fukuyama City,Hiroshima Prefecture, Mr. Hayao Miyazaki issued a statement protesting building it from the viewpoint of preservation of historical landscape. I think this statement had significant effect. I also think his statement possibly moved the heart of Hiroshima Prefectural Governor Yuzaki.
As seen in coverage by Al Jazeera, the Henoko issue has already attracted global interest. On top of that, when globally well-known Mr. Miyazaki assumes a post as co-head of the Nobeko Fund, he would give a great influence to the issue.
My opinion is that it is out of the question for people with a sense of normalcy to have such beautiful sea reclaimed. I want the government to make proper diplomatic efforts on security issue.

The Abe administration which rushes to introduce legislation toward establishment of national security act is fueling a sense of crisis as if a contingency were near at hand. It is an outrageous fabrication.

Former Commander in Chief, U.S. Pacific Command Dennis Blair (former Director of National Intelligence, U.S.) recently gave a lecture in the Foreign Correspondents’ Club, where he clearly stated:

“Although there have been many reports on the possibility for an outbreak of Sino-Japanese war, I don’t think so. The military situation in East Asia is very stable and I think such situation will last a long time.”

Mr. Blair gave a clear reason to support his opinion.

“Territorial disputes in East Asia other than a partial exception are mostly related to islands. A large-scale military operation is necessary to change the territorial right of the islands and an invading nation has to keep on controlling the air and the sea for a long period of time. And unlike in Eastern Europe and Middle East, in East Asia countries are not adjacent to other countries. Therefore, no ground war over border line will occur and there is no risk of religious or racial conflicts and proxy wars.”

For this reason, he flatly stated that it is “very unlikely that North Korea will invade South Korea. How about Senkaku islands?

“It is very unlikely that China will be able to militarily control Senkaku islands. If it makes an attempt to do so, China will fail and take a big political risk.”

Additionally, Mr. Blair said: “Looking around East Asia, there is no place where any conflict will likely occur. We see tensions in economic relations.”

Director of National Intelligence Mr. Blair used to serve as supervises the Central Intelligence Agency (CIA) and is authorized to control the personnel and budget of 16 intelligence agencies of the Federal government. In other words, the director is the boss of intelligence. It appears that this lecture will definitely cause a stir in premature discussion on legal amendment in the Abe administration.
