On Vote on Bills Related to Social Security and Tax Reforms

I voted against the bill for revision of the consumer tax rate submitted by the government, which will be urgently submitted to a plenary session of the House of Representatives.

I think that it was change of Japan’s politics that the public hoped for most when a change of administration took place three years ago.  And what we should have had to do most to live up to their expectations was to fight against vested interests.  We insisted that we make a better society in which each citizen can feel affluent with no sense of unfairness, by changing the politics and economics trapped by vested interests.  We also insisted that we shift from the politics left entirely up to bureaucrats to the politics in which politicians take the initiative in policy-making, and more importantly the politics led by the people.

Then I was raised even to the position of prime minister to achieve this mission and made efforts to rework the groups spoiled by vested interests with overwhelming support of the people.  However, bureaucrats, Finance Ministry officials and major mass media which surmised the intentions of the U.S. fiercely resisted our efforts.  I am deeply sorry for my fault that I failed to survive such resisting forces.

I still believe the direction I tried to go to was not wrong.  However, subsequent administrations made an about-face on the party’s stance, for they took me as a negative example and thought “Mr.Hatoyama failed because he resisted bureaucrats and the U.S.  We will have no trouble as long as we get along with them.”  For what did the change of administration take place?  I am strongly indignant with them.  They had the same way of thinking about the issues on nuclear power plants including their restart, and TPP.

And this time the consumption tax hike bill!  The consumption tax hike is a long-cherished desire of the Treasure Ministry, the biggest bureaucratic organization.

I asked voters in my constituency about this consumption tax hike bill.  Seventy-nine percent of them opposed to it.  There are many people who think it is necessary to raise the consumption tax at some future day.

However, people, especially those living in rural areas will have difficulty managing the household budget with a tax increase of one hundred thousand yen per person.  The top priority should be given to economic recovery.

I am the very person who fought in the campaign with a manifesto that “it is not necessary to raise the consumption tax for four years.”  As Prime Minister had said, we should exterminate white ants during the years.  Implementation of a consumption tax hike without exterminating white ants will attract a swarm of white ants taking the lion’s share of it.

Though social security and tax reforms are murmured, we cannot get clear image of social security.  If the guaranteed minimum pension program and medical care system for people aged 75 and over, which DPJ strongly appealed to the public, is submitted to the National Council, it is not late to discuss from what source of revenue to finance them after conclusions have been reached.

What is needed most for DPJ is its philosophy and policies as the ruling party, which should return to the starting point.


Now we Japanese must be in the midst of working together as one under the slogan of unity and ‘kizuna’ to recover from the unprecedented disaster which hit the Tohoku district.
In reality, however, the lesson we should use for future is going to be forgotten as the past incident.  Politicians are responsible for never having the March 11 forgotten.  The current DPJ executives have forgotten the mission as the ruling party and appear to have been reduced to the old-fashioned LDP, of which the people showed disapproval in the last election.  

Even now as many as one hundred sixty thousand people are forced to live the lives of refugees away from their homes which have not been decontaminated.  In spite of this fact, with the firm commitment to economic activities, the Noda cabinet has decided to restart nuclear power plants while many people question their restart because the cause of the Fukushima nuclear power plant accident has not yet determined.  It is inexcusable to try to implement a consumption tax hike by talking among LDP, New Komeito and DPJ behind the closed door.  What should DPJ as the leading party do to live up to the expectations of the people?

Mass media is also of a problem.  Their news coverage is focused on counting the number of votes for and against the bill on consumption tax hike.  They should realize what to discuss with the Fukushima nuclear power plant accident as a lesson because we are in the midst of restructuring the Tohoku areas.  It is not the time for mass media to forecast the political situation.  We should not forget the fact that many people all over the world were impressed by the Japanese seriously working for the recovery.

Some members within the party have asked me to behave confidently as the founder of the party.  I love DPJ more than anyone and I have intended to work for the party.  Now, my role is to have the party return to the right direction.  I’d like to work with a strong resolve to do nothing wrong.

So Many Duplicates of Mrs. Ozawa’s “Letter of Divorce” Sent to Ozawa’s Supporters



The letter of Mrs. Ozawa seems to be a significant damage to Mr. Ozawa because not only the problem of lovers but the fact that “he ran away out of fear of radiation” can be fatal to a politician.  Though I don’t intend to speak for him, I think his action as an ordinary person was proper and reasonable.  If I had lived in Tokyo, I would have instructed my family to immediately leave there.

Nevertheless, speaking of a man who can put into practice such a sneaky behavior of sending so many letters to so many people in this form at such a time, the only person I can call to mind is Sengoku.  I don’t know whether it is legal or not to publicize and send such a private letter without permission of Mrs. Ozawa.

In either case, no doubt he has used his trump card.  Being viewed from the opposite side, I think that Sengoku will be brought to bay if Mr. Ozawa can endure this personal attack.  It is the best policy to make a wrongdoer disappear soon.

How Dirty!  So Many Duplicates of Mrs. Ozawa’s “Letter of Divorce” Sent to Ozawa’s Supporters

Who and For What?

Things take a strange turn.

A weekly magazine Shuukan Bunshun released on 14th run the story of “To Ozawa ‘Letter of Divorce’ from Wife.”  This letter is said to be sent by Mrs. Kazuko Ozawa, wife of Ozawa, former representative of Democratic Party of Japan (DPL) to interested people in his supporters’ group of his electorate Iwate.  The letter, which is totally against him, says that “Ichiro Ozawa ran away out of fear of radiation immediately after the Fukushima No. 1 nuclear power plant accident.”  What a surprise: it is found that so many duplicates of the letter have been sent not only to the offices of lawmakers in ruling and opposition parties but also to the homes of individual supporters of Ozawa.

“I found a duplicate of the 11-page letter in a brown envelope with no name of the sender.  I wonder that as I have made personal donation, my address is known through the income and expenditure report that has been made public.”  (A supporter who got the duplicate)

Around 21st the same envelopes were sent to other supporters.  Addresses were all typed up on a word processor to make handwriting unidentifiable.  The envelopes are postmarked by an Akasaka post office on 20th this month.  There is a remark that “so many duplicates of that precious letter have been circulated!  Some big organization must get involved behind the scene.”  (A person involved in major mass media)

These envelopes have been circulated not only to mass media but also to individual supporters of Ozawa!  Furthermore, at the time of an approaching vote on the passage of a consumption tax increase bill!  What a dirty trick!

Spirituality of Yukio Hatoyama as Politician

To be honest, I personally like a politician named Yukio Hatoyama.
I got the impression that in the political world filled with evil spirits, he still preserves something like “spotless purity” which a well-bred young girl has.  This kind of purity must be due to the environment where he grew up, but it is impossible to preserve it because of good breeding alone.  He must have had to make a tireless effort, which must be a basis for his spirituality.  Generally speaking, spirituality itself gets impure when anybody gets involved in the environment around him.  However, it is not true with him.  He seems to preserve pure spirituality for a long time.  Independently of how he really appears as a politician, therefore, my interest is inevitably focused on his inner spirituality.

In the Japan’s political world today there is no unique existence other than him.  He is polite, sincere and serious.  People tend to see him playing to the grandstand, though he doesn’t have such intension.
He must get a panoramic view of practical power structure but I can’t feel he is powerful enough to confront it.
This is the biggest difference between Ichiro Ozawa, a strong-arm politician, and him.  Looking back, Hatoyama and Ozawa were good pals.

Yukio Hatoyama, who once had an experience as prime minister and has disclosed his lack of ability as real politician, has only an “influence” as afterglow within the Democratic Party of Japan (DPJ) but will never stop his own activities. Giving the highest priority to internal party harmony, he has developed his own foreign policies with a personal experience as former prime minister.

As for his personality, I have nothing to mention any more.
He is a scatterbrained and well-bred greenhorn who doesn’t know even the price of pot noodle.  Somehow, I don’t feel like hating him.

He received a doctorate at Stanford University, U.S.A., worked as an assistant for the faculty of engineering, Tokyo Institute of Technology and as an associate professor for the faculty of business administration, Senshu University.  He is a graduate in science and engineering.  I had read a little of his thesis before, which was beyond me to understand.  His cleverness is guaranteed.

His carelessness while in the post of prime minister was shown by the fact that he directly faced the Japan’s “evil.”   He was not able to show his potential as prime minister because Ichiro Ozawa had not finished maneuvering subversive activities to pave the way for future. 
Though belatedly, I keenly feel the importance of right order to make things go well.

Speaking about his policies, he made the biggest mistake when he set out “Okinawa,” which he did not have to do so soon.  On the other hand, his weakness in spirituality was shown by the fact that he underestimated the existence of power-oriented politicians who gave top priority to power.
A person who cannot be manipulated by money does not recognize its satanic nature.
Hatoyama should have anticipated that anything unexpected could happen in political landscape because the party has a history of repeated mergers and breaks-up.

He can intuitively take a panoramic view just externally, but he has never experienced the reality of the party nor had to get involved in it.   This is the only weakness as well as the virtue Yukio Hatoyamas as politician has.
As politics is a fierce competition for money, he should take an initiative to deal the cards.  Therefore, he has to understand the greed of money mongers not intellectually but “physically.”

In the coming vote on the passage of the consumption tax increase bill, no doubt Ichiro Ozawa and Yukio Ozawa will vote against it.  But if they should abstain from the vote or fail to appear as usual, they would lose their political life.

Anyway, the fact that Yukio Hatoyama and Ichiro Ozawa have strong will to carry out party reform is nothing new.  I am sure that they will not be crushed so easily and they will continue committing themselves to working for the future of Japan.
Especially Hatoyama is a rare politician who is free from the spell of money.  I earnestly wish him to do his utmost to realize his spirituality in whatever form.

This much was the known one year ago.  And yet some Asahi Shimbun reporters must have known about it because the actual reporters asked questions in a press conference of the TEPCO.

Things are going on as I predicted one year ago.  In case they give a decisively false report, the Japan National Press Club media is supposed to play for time to skillfully modify the report around the time when the excitement is over, and evade responsibility by giving a report of “the known.”  This is always pointed out.  They have followed the book this time, too.

As I expected, each newspaper followed the lead of Asahi Shimbun and finally carried an article this morning.

The Great East Japan Earthquake: The Fukushima No. 1 nuclear power plant accident    U.S. Radiation Information Not Used Though Got by the Nuclear Industrial Safety Agency (NISA) and the Education, Science and Technology Ministry

Though the Japanese government received the results of aerial radiation monitoring offered by the DOE in March last year immediately after the Tokyo Electric Power Company’s Fukushima No. 1 nuclear power plant accident, the NISA, Ministry of Economy, Trade and Ministry and the Education, Science and Technology Ministry hadn’t shared the data within the government or hadn’t used it to evacuate the residents.  It was found on June 18, 2012.  A poor initial response by the government due to the vertically-segmented administrative system (the red tape) was highlighted anew as also seen in the case of the System for Prediction of Environment Emergency Dose Information (SPEEDI).

The NISA transferred the data on e-mail to the Radiation Team, Nuclear Emergency Response Headquarters within the Cabinet Office but the data was not shared by the whole headquarters.  Furthermore they did not send it to the prime minister’s office in charge of evacuation of the residents.

Betrayal of Democratic Party of Japan (DPJ), Liberal Democratic Party (LDP) and New Komeito Bowing to U.S. Pressure

Japan's politics has finally entered the final stage by addressing a significant tax increases with a bucket having no bottom.  They try to introduce a new cause of recession into the global recession.  Workers are already under harsh conditions and some of serious workers are brought to the verge of depression or suicide.  A tax increase is a stupid plan which will give further impetus toward worsening this situation.  An agreement on a tax increase secretly discussed by the three parties, which bow to the pressure of Washington/CIA and obey them, is a betrayal to the nation.  I wonder what would come after the bad government.

I wonder why every political party is shameless and so is every politician.  This is because journalism which is supposed to keep an eye on the Diet does not leave it incompetent and irresponsible but rather it itself has become insane, too.

In such a turbulent political situation, the confidential funds in the Cabinet Secretariat are being used and the moderates within the DPJ inexplicably have got shaky.  This shows something is working behind the scenes.

Even if the media should have honest reporters, their sound arguments would not be reflected on papers or pictures because of executives of editing office and management executives blindly following authority.

Influential figures in the business world become executives of editing office or management executives.   It is quite natural that mass media becomes corrupt.  On the other hand, bureaucrats actually control Japanese politics and the mass media's collusive relationship with them will naturally lead to money.  They will know how much the government's annual advertising budget is without checking it out.

Behind this phenomenon is the mass media which never reflects public opinion.  Newspapers and TV stations, which never serve the nation, are also rushing into corruption.  In Japan today truth comes out as part of Internet information.

I was a little bit surprised at the policies the Hatoyama administration announced in 2009.   One of them was about a plan to transfer the Futenma base, Okinawa.  He pledged to transfer the base from the prefecture and from Japan. He presumably thought of Guam.  I applauded for his sound argument.

However, the mass media which was supposed to support it reported only the claim by Washington which openly opposed his argument, and finally drove him to resign.  This clearly showed that Japan's mass media did not stand for Tokyo and Okinawa but for Washington.

Mr. Hatoyama's plans of an equal Japan-U.S. partnership, priority to Asia, and formation of an East Asian Community seemed to give an impression of return of the liberal Tanaka and Ohira administrations

That was the very reason why CIA, Kasumigaseki (bureaucrats) and Otemachi (business world) reacted strongly against his plans by mobilizing the prosecutor and the mass media.  When we pay attention to the development of the mass media controlled by CIA, it is found that some figures appearing in the CIA list have slipped into major mass media.

If we doubt of the close ties between the journalists with experience as foreign correspondents in Washington and CIA, such people can be found not only in Yomiuri and Asahi Shimbuns but in NHK.
Japanese have been forced to share values from Washington, not from Tokyo.


Noda, LDP and New Komeito Prevents No-nuke Movement

Yesterday at the metropolitan assembly, a ballot measure on anti-nuke, the legislation of which more than three hundred thousand Tokyo residents call for was rejected mainly by LDP and New Komeito, promoters of the use of nuclear energy.
Unless the structure of a coalition of LDP, New Komeito and Noda is changed, I can tell that another Fukushima disaster will occur.  A grand coalition of the conglomerate puppet government, LDP and New Komeito has already started up.  They all promote a significant tax increase, the use of nuclear energy and TPP.  They seem to underestimate Japanese citizens.  The public is sometimes foolish but clever in other cases.



Unification against the three parties

Form a new party with campaign slogans of abolition of nuclear power, anti-10% consumption tax and anti-TPP!  The anti-mainstream faction of DPJ focuses its campaign strategy on such slogans.  Take to the street after a forced vote for a 10% consumption tax!  Appeal to the public to get public trust!
If a new party gets united and conduct a general election campaign against the three parties, it will definitely get a new administration.  Declaration of Japan as a nation to promote the use of natural energy will serve as a catalyst for rebirth of the nation.  It will also give birth to a new administration independent of the U.S.  Small parties will disappear.  Unification of the public opinion will be exactly the surefire way for promising future of Japan.  Hatoyama, never take down your own flag!

Extra ¥300,000 of Burden on Ordinary Households despite No Raise in Pay

The “agreement among three parties” of the Democratic Party of Japan, the Liberal Democratic Party and Komeito has added a final touch to the passage of a bill on consumer tax increase.

The force of numbers the three parties boast of can brush aside the 100 insurgents of the Ozawa group.  However, a 10% increase in consumption tax will detrimentally affect the household economy and SMEs.  It will surely worsen the Japan’s economy.

We don’t know exactly why, but major mass media will never report possible effects of the 10% increase.  It will wreck the life of salaried workers.  Even now the households with no savings account for 28.6% of all households.  With a rise in consumption tax from 5% to 10%, no doubt more and more households will fall into “the red.”

According to estimates by Dai-ichi Seimei Life Research Institute, in case of a standard household with annual income of 5 – 5.5 million yen, an additional burden will be ¥119,300.  And an additional burden of ¥137,900 for that with annual income of 6.5 – 7 million yen and ¥154,400 for that with annual income of 7.5 – 8 million yen, respectively.  As much as ¥20,000 or ¥30,000 per year will be lost for consumption tax alone.

SMEs also directly hit.

Consumption tax is paid at stores by consumers, but it is actually paid to tax offices by small-sized stores and companies.  However, there are many SMEs which cannot afford to pay tax though they are willing to do so.  “The amount in arrear of consumption tax” for FY2010 is approximately 340 billion yen, which accounts for half of arrear of the whole national tax.

With a 10% of consumption tax, the amount in arrear will surely increase.  As annual 14% of tax rates on arrear is imposed on delinquents, it is apparent that companies going bankrupt will drastically increase.

The number of companies which have benefitted from relaxed conditions on loan return to banks due to the “Act concerning Temporary Measures to Facilitate Financing for SMEs, etc.” is approximately 2,280,000 cases, and approximately 400,000 enterprises has survived longer due to the relaxed conditions.  With the introduction of a 10% consumption tax, one-third or half of the companies, that is, approximately 100,000 to 200,000 companies will threaten to face a crisis of bankruptcy.  (A researcher from a private think tank)

Ms. Hiroko Ogiwara, economy journalist, says.
“For these several years, salaried workers have gotten no rise in pay.  On the other hand, hikes in electric rate and health insurance expenses as well as a tax increase for restoration will be burdened on salaried workers who barely survive.  Additionally, they are thinking of a two-fold tax increase, which is absolutely crazy.  Life of salaried workers will collapse.  The economy will be worse and tax revenues will decrease.  Why did the three parties agree on a consumption tax increase?  They must be crazy!”  

When the consumption tax was raised from 3% to 5% in 1997, we saw a rapid economic downturn and a rapid decline in tax revenues.  Now many people know about the fact.  I wonder what Prime Minister DOJO is thinking about.  At this rate, people’s lives will get terrifying.

This is a bombshell statement, almost fatal to Ozawa admirers.  Strangely, however, it sounds very understandable to me.  As posted in my blog dated June 20, 2011, I am cautious and suspicious about Mr. Ozawa because his real intention is apparently to get power, not public opinion.  Coincidentally, this article has disclosed this fact.

On March 16 (last year*  Note: the present write) in the morning, Chief Secretary Kawabe, who comes from Kitagami, came to me and said proudly “Gaining private information on radiation, Mr. Ozawa instructed us secretaries to be evacuated.  I had already had my family evacuated to Osaka.”  On top of all that, he said “As Mr. Ozawa will be evacuated, please seek any place of evacuation for you and your sons”

An evacuation order has been ordered only around the nuclear power plants even in Fukushima.  What a surprise: Ozawa, a politician, will try to run away from Tokyo!  Flabbergasted by his words, I asked him “I can’t believe that you Diet members are going to run away from Tokyo first?  You shouldn’t do that, do you?  Why don’ you come back to Iwate?”  According to Kawabe, the prefectural governor told them not to come back to Iwate, saying that it would cause a panic if they let the public know.  Diet members who are supposed to protect the life of the Japanese people are going to abandon them and run away out of fear of radiation!  [……….]  Kawabe hastily excused himself, saying no men would run away, and went back to Ozawa to give a report.   Ozawa said “Well, we have no choice.  We have sufficient food stock.  Buy up salt!” and he ordered Kawabe to do so.  After that, he locked himself inside his house and never tried to go out.  He didn’t participate in deliberations on a reconstruction bill.  [……….]  It was found that he refused to go to Iwate for the reason of disciplinary action of disqualification as party member.  He didn’t go to Iwate simply out of fear of radiation, not because the governor told him not to come.  [……….]  I have found him incorrigible and have been angry with him.  To tell the truth, he has contemplated to run for the election in Kyoto for a few years and discussed it even with the head of his support group.  He had never thought anything about Iwate.  [……….]  In an unprecedented national crisis, he not only ran away out of fear of radiation, but never sympathized with the suffering of the people who had supported him in every way for many years.  And yet he tries to maneuver national politics out of self protection.  I feel deeply ashamed that I have helped put such a man out into the national political scene.  [……….]  When I receive alimony paid by a divorce, I will donate it to Iwate.  It is the least I can do to show my apologies.   [………]

She’s got toe nails discolored and deformed and had calluses on her toe joints.
Of course, there are individual differences, but how deformed her toes are!

When ballet dancers beautifully stand on tiptoe or rapidly whirl about, a lot of burden is put on their feet.  Considering this fact, we cannot help but feel deeply moved!

It has been disclosed by witness of the incumbent governor that Kansai Electric Power Co., Inc. (KEPCO) had enterprises obey the company’s demand by using “blackout” as tactics and spurred them to threaten chiefs of local governments.

Today at a press conference of the FCC, Shiga Prefectural Governor Yukiko Kada has disclosed it.  She had completely changed her stance from “not acceptance of resuming operations” to “acceptance of resumption in summer.”

Being asked about “Why did you completely change your stance though you had strongly voiced against resumption before? “, she answered as follows:

“I was threatened by KEPCO, the government and enterprises, saying ‘What are you going to do in case of a blackout in summer?  Can you take responsibility for it?’  After talking with Mr. Toru Hashimoto, Osaka City Mayor, we reached a conclusion that there is nothing we can do in case of a blackout.”

After the press conference, I, the present writer Tanaka, had had a private interview with the governor until she took an elevator.

Tanaka: Experts consider we have sufficient electricity even in summer.  I think this is more convincing than the government’s false announcement of “shortage in electricity.”

Governor: I talked with Mr. Tetsuya Iida and Mr. Shigeaki Koga, and we reached a conclusion that 3 million KW of power compression is possible.  But KEPCO did individual enterprises like this, using gestures to explain that the company put pressure on them.  Then the enterprises started saying “We will not pay taxes” or “We will leave (from Shiga Prefecture.”

Tanaka:  If they (electric power companies) want to cut off electricity, they can do that.

Governor: Yes, it’s true.

Electricity is not cut off because of its shortage.
Power companies cut off electricity as they please.
This fact was pointed out in a planned blackout announced by Tokyo Electric Power Company immediately after 3.11.

Some media reported as uncertain information that KEPCO had pressured Union of Kansai Governments to “accept the resumption.”
And here, at last, politicians have started unveiling the reality of such pressure.

Yesterday on 12th, at a meeting within the House of Representatives (HR), some members of the Democratic Party disclosed that they had been intimidated by the KEPCO’s labor union “to cancel their signatures against resumption, otherwise they would not be recommended in the next election.”

There is an expression:  “Knife for something (i.e. madman).”  In this case “Blackout for electric power company.”  I hope that more and more public figures will come out to expose to the light of the day vicious tricks of electric power companies, undaunted by their threats.
