On July 29, the Hiroshima District Court ordered the city and prefecture governments of Hiroshima to issue A-bomb survivor's health handbooks to all 84 plaintiffs in Hiroshima Prefecture who claim health problems caused by exposure to radioactive “black rain," which fell after the atomic bombing, outside the area covered by the government. It has been revealed on August 11 that the defendants the city and the prefecture have decide to appeal the ruling.

According to several officials concerned, the Ministry of Health, Labor and Welfare has urged the city and prefecture to appeal the Hiroshima District Court's decision. The city and prefectural, which have long asked the government to expand the area covered by the aid, had strongly asked the government to make a "political decision" instead of appealing and to provide relief for victims. The city and prefecture have accepted the appeal policy after consulting with the Ministry of Health, Labor and Welfare, the officials said.

The government (Ministry of Health, Labor and Welfare) does want to accept the “black rain” ruling.
That’s because acknowledging the damage by “black rain” means admitting the effect of so-called “low-dose exposure (that is, exposure of less than 100 millisieverts), in particular “low-dose internal exposure” .
If the effects of “low-dose exposure” or “low-dose internal exposure” are acknowledge, the damage caused by the nuclear power plant accident and the scope of compensation have to be significantly expanded.
The “no-returnable zone,” “restricted residential area” and “ standard values for radioactive substances in food” have also to be strictly reviewed.
Furthermore, the policy to release tritium-contaminated water from the Fukushima nuclear power plant and the plan to restart Rokkasho village reprocessing plant has to be reviewed.
In other words, “radiation safety myth” that has been requited for nuclear development in regardless of military use or commercial use will be destroyed .
Will the government (Ministry of Health, Labor and Welfare) deny the effects of “low-dose exposure” and “low-dose internal exposure” in front of us in order to protect the nuclear power plant and nuclear (and international nuclear interest community that benefits from it)?
The government is going to abandon those who have suffered from radiation exposure for 75 years and yet have not been able to get any relief at the last moment and also discard the victims of any kind of radiation exposure, isn’t it?

政府は、GoToだのアベノマスクだの1兆円、数百億円をジャブジャブ無駄遣いする割には、「黒い雨」救済に必要な数十億円捻出の根拠にはとことん嫌がらせかのようにこだわる。
こんな国に愛国心持てと言われても無理ですよ。
